Published on April 8, 2024, updated on April 9, 2025

In an economic context marked more than ever by uncertainty, investing in employee skills development is becoming an essential lever for organizational performance.

At present, our reading of the situation in the field shows that companies that focus on continuous training and proactive human resources management are better positioned to meet the challenges of the job market.

The good news? Financial assistance programs are available to support these initiatives. Did you know that you could benefit from HR subsidies offered by Services Québec, with financial assistance ranging from 30% to 50% of paid costs?

At Flexia, we’ve already been working in partnership with Services Québec for several years. We’ve completed over 100 mandates subsidized by the government, and we strongly encourage our customers to take advantage of these frankly advantageous subsidies.

In this article, let’s take a look at the essential information about HR grants:

  1. Workforce training subsidies
  2. Grants to support human resources management
  3. Eligibility criteria
  4. Submitting a request

1. Grants for workforce training

2. Grants to support human resources management

Today, we know that the quality of human resources management is directly linked to a company’s overall performance, impacting its competitiveness, viability and profitability.

More and more managers are recognizing the importance of adopting HR strategies that encourage a collaborative approach between employers and employees.

The Quebec government understands this reality and therefore offers to help companies improve their human resources management practices..

Here is an overview of the activities eligible under the human resources management support program:

  • Strategic planning;
  • Organizational structure;
  • Organizational communication;
  • Leadership culture;
  • Workforce planning;
  • Succession planning;
  • Managing workforce diversity;
  • Attraction and recruitment;
  • Employee loyalty;
  • Organizational surveys;
  • And more!

Good to know: it is possible to obtain financial assistance to set up an HR department within your company. Flexia can contribute to this type of mandate by helping you to developing and structuring your HR department.

3. Eligibility criteria

Here we have compiled the main eligibility criteria for both measures:

  • SMEs with 6 to 99 employees, non-profit organizations and self-employed workers (no public or parapublic organizations);
  • Only one eligible project per measure/per year;
  • The project must last a maximum of 6 months;
  • Subsidy rates ranging from approximately 30% to 50% of the cost of the service.
